Civic Association
The Civic Association at Palm Island Resort is an entity without any by-laws, budget nor assessed
revenues, yet has been a successful forum for the Board of Directors of each of 10 property owner
associations, plus Palm Island Resort to collectively address common concerns and initiatives which would benefit
everyone within the communities of Palm Island Resort.

Since 1991, the Civic Association through unanimous consensus from all,
has been successful in accomplishing so many important matters.
The Civic Association has not made a unanimous initiative to "police" the compliance to rules,
regulations and county laws as they have no enforcement mechanism other than to seek understanding
with those that may assist in being part of the solution instead of being part of a problem.
All participants to the Civic Association should be emphasizing the point that we
share our sliver of paradise with others, and all of us can help to benefit the shared enjoyment of our
family community by respecting and conforming to such matters.

Successful Accomplishments
Civic Association, Palm Island Resort
The first in Charlotte County to have a taxing unit for beach re-nourishment for sand
placement due to erosion of beach
To eliminate trash fees from county tax bills to properties within Palm Island Resort as each
association pays Palm Island Resort to remove the trash within our community. In this
manner, the number of trash removals from under our buildings/homes was increased,
owners do not have to roll out the green bins for pick-up once a week and the large green
trash trucks are not driving through our community
Initiated the recycling program
The contract with Englewood Fire to replace an aging and retiring volunteer fire department at
station #10
Formation of the Road Committee with centralized focus on the dust control and maintenance
of the golf cart roads within the Resort
Moving the fire protection over to Charlotte County from Englewood Fire which included all
those stationed on our barrier islands are fully trained, certified and equipped to be first
responding paramedics (commonly referred as fire-a-medics) for medical emergencies
Influencing the counties +1% tax for improvements to infrastructure was of benefit to our
residents and to west Charlotte County, instead of being allotted for benefits of no value
and/or no improvements to Englewood/Cape Haze/Placida
Influencing the decision by Charlotte County to pay the $3.6M for a new firehall out of capital
reserves, and not impose an assessment to our residents' tax bills
Been a participant in Charlotte Counties Beaches & Shores Committee which keeps Stump
Pass dredged and open
Initiated Resort Patrol "soft gate" at the entrance of the Resort
Expanded Resort Patrol to include roving patrol and overnight staffing
Further expanded Resort Patrol to include the mid-island staffing, the purchase of defibrillators
as well as the training of Resort Patrol staff
Ensured that the funds available for beach re-nourishment were retained for use on our
islands as Manasota Key was being combined into beach nourishment taxation with the fear
that money accumulated by our property owners would be taken by a larger populated area of

Has primarily been a communicator to the Civic Association Officers and to safe-guard the spending of reserve funds exceeding $3M to which residents of Palm Island have made contributions to through their proprety taxes - PALM ISLAND ROAD COMMITTEE
Rick Brunette, Civic Association Executive Director
A Palm Island Committee to steer the priorities in maintaining our community road system as well as to control the dust through the application of environmentally safe control sprays. Prepares the annual budget which rolls into each of the Association budgets as well as the Resort's budgets. Recent agreement has been approved by the Civic Association to make contribution in the replacement of light posts and fixtures within the roadway easement.
